These are images that i took in Ponpidou center in Paris in 2005. I think it can help you to do your stacking idea. When you stack, first stack your small rooms such as office, totilet and other program which need wall boundary. If you stack them from the edges of your building then there may be some big volume space in the middle of stacks. This big volume can be your main exhibition gallery area.
I don't know this is fully explain to you. But I hope this can help you to think your idea.
